Audit Settings Provisioning fails with "Errors:<nnn> settings has been failed in this provision."

This problem can occur on any platform.
Symptoms
While provisioning the audit settings on a source database, at a moment when all the audit settings are already both "needed" and "in use" and as such without any problems(conflict count = 0), the following error occurs:
"Errors: 184 settings has been failed in this provision.".
After this the "problem#"(conflict count) will be set to the double of the number of the settings which should have been provisioned(368).
The AV Server's $ORACLE_HOME/av/log/av_client-0.log shows the following errors:
