Listener Fails To Start With TNS-12545 / Windows Error 49 (Doc ID 747893.1)

Symptoms

After restarting a RAC node, you are unable to start the listener, as it fails with TNS-12545 / Windows error 49.

The listener is configured to listen on both VIP and physical IP. The VIP is responding to ping.
