Symptoms
When a non-Oracle/non-dba group user tries to invoke sqlplus they encounter a SP2-0750 error message.
Error 6 initializing SQL*Plus
Message file sp1<lang>.msb not found
SP2-0750: You may need to set ORACLE_HOME to your Oracle software directory

In this particular case, the changePerm.sh script was run to relax the permissions to the users or third party applications with a different group identifier from that of the database but the problem still remains.
