A.17 RDM$ BIND_AIJ_STALL and RDB_BIND_AIJ_STALL states

Based on various benchmarks, an optimal wait time of 50 milliseconds has been established as the default value.

and

The default value is 50 milliseconds.

This was changed in the release of Rdb 7.2.3 and the manual is not correct for this and later versions.
