Symptoms

Trying to run DBMS_SCHEDULER.SET_SCHEDULER_ATTRIBUTE right after a startup fails with ORA-01033.

SQL> startup restrict;
ORACLE instance started.

Fixed Size 1220460 bytes
Variable Size 234881172 bytes
Database Buffers 293601280 bytes
Redo Buffers 7168000 bytes
Database mounted.
Database opened.
SQL> exec dbms_scheduler.set_scheduler_attribute('SCHEDULER_DISABLED','TRUE')
