Symptoms

Executing a call using UTL_HTTP over SSL with an Oracle Wallet fails with ORA-29273 HTTP request failed.

The wallet file exists and has chmod 600 privileges.  It was created by OS user 'oracle' and the DB is run as OS user 'oracle'.  The wallet file has been set to allow auto-login.
