Empty Certificate Popup Displayed When Accessing Oracle Certificate Authority Administration

Symptoms
After installing Oracle Certificate Authority (OCA), unable to access the Oracle Certificate Authority (OCA) Administration pages from the browser.
URL accessed: https://<hostname>:<port>/oca/admin
A certificate popup is displayed but no certificates are available for selection. If Cancel is pressed to continue without selecting a certificate the error 'Page Cannot be Displayed' occurs.
Steps to reproduce:
1. Install OCA successfully, no errors during installation
2. Access https://<hostname>:<port>/oca/admin from a browser
3. Complete enrollment so that the OCA Administrator certificate is issued: install it successfully the
browser
4. Access https://<hostname>:<port>/oca/admin again: the empty certificate popup is displayed
