SQLCODE=-418 When Executing Procedure After Database Upgrade From 9i to 10g (Doc ID 763376.1)

Symptoms

A plsql procedure is raising ORA-28500 after  the Oracle Database has been upgraded from version 9i to
version 10.2.0.

The gateway trace is showing the following error message :
