Symptoms

Creation of a CTXCAT index (user U1) built on a table owned by a different user (U2) fails:

CREATE INDEX T1_IDX1 ON U2.T1(DOCS) INDEXTYPE IS CTXSYS.CTXCAT

ERROR at line 1:
ORA-29855: error occurred in the execution of ODCIINDEXCREATE routine
ORA-20000: Oracle Text error:
DRG-50857: oracle error in drvxtabc.create_indexes:TC
ORA-01031: insufficient privileges
ORA-06512: at "CTXSYS.DRUE", line 160
ORA-06512: at "CTXSYS.CATINDEXMETHODS", line 97


This occurs despite the fact that the following privileges have already been granted to U1, who creates the Text index:

CREATE ANY INDEX, CREATE PROCEDURE, CREATE SEQUENCE, CREATE SESSION, CREATE SYNONYM, CREATE TABLE, CREATE TRIGGER, CREATE TYPE

as well as the roles: CONNECT, RESOURCE, CTXAPP
