Is It Required To Run catuppst.sql When Upgrading From 9i To 11gR1?

Goal

The Oracle® Database Upgrade Guide, 11g Release 1 (11.1), Chapter 3 "Upgrading to the New Release", heading "Upgrade a Database Manually", sub-heading "Upgrade the Database", step 14, states:

Run catuppst.sql, located in the ORACLE_HOME/rdbms/admin directory, to perform upgrade actions that do not require the database to be in UPGRADE mode:
SQL> @rdbms/admin/catuppst.sql
This script can be run concurrently with utlrp.sql (see step 15), if you run it in a new SQL*Plus session.

When upgrading from 9.2.0.x (9.2.0.4-9.2.0.8)  to 11.1.0.x  , is it required to run $ORACLE_HOME/rdbms/admin/catuppst.sql?
