Symptoms
At the destination site, the apply process throws the error,
SET_SCHEMA_INSTANTIATION_SCN not working as expected. Same is the case with
SET_GLOBAL_INSTANTIATION_SCN
Querying DBA_APPLY_INSTANTIATED_OBJECTS will not return any objects in the schema instantiated
