DataPump Export ORA-39127 Calling SYS.DBMS_RULE_EXP_RULES.create_exp Returns Error ORA-1403 (Doc ID 784814.1)

DataPump export version 10.2.0.x / raises the following errors:

ORA-39127: unexpected error from call to export_string :=SYS.DBMS_RULE_EXP_RULES.create_exp(152262,'',newblock)
ORA-01403: no data found
ORA-01403: no data found
ORA-06512: at "SYS.DBMS_RULE_EXP_RL_INTERNAL", line 60
ORA-06512: at "SYS.DBMS_RULE_EXP_RL_INTERNAL", line 144
ORA-06512: at "SYS.DBMS_RULE_EXP_RULES", line 36
ORA-06512: at line 1
ORA-06512: at "SYS.DBMS_METADATA", line 5038

This can also occur when executing the create_exp procedure from other DBMS packages.

The first parameter of the call to create_exp() - 152262 - is the ID of an object having a name of the form "KUPC$C_1_20080524181638$23493" which has been added by another expdp session.
This rule name will be deleted by the other expdp session when finishes its operation. Actually, the current expdp session is trying to get this rule name and generates ORA-39127.
