Spurious ORA-28133 When Enabling Constraints or Modifying the Structure of Tables With FGA Enabled (Doc ID 785215.1)

Symptoms

Trying to add constraints on a table with FGA enabled fails erroneously with: ORA-28133. The error can appear when adding a new column with constraints enabled, eg:


alter table <table name> add (<column name> integer default 0 not null)
error AT LINE 1:
ora-00604: error occurred at recursive SQL level 1
ora-28133: full table access is restricted by fine-grained security


There are no VPD policies defined on the table, queries on the table name in DBA_POLICIES return no records.
The error can appear even when trying to modify the table structure without adding new constraints.
