Symptoms

Trying to add a master encryption key for TDE using into an existing wallet or resetting it with:
alter system set encryption key identified by "password";

fails with:

alter system set encryption key identified by "password"
*
ORA-00600: internal error code, arguments : [ztsmstore failed],
[18446744073709550614], [], [], [], [], [], []

Alternative errors that can result from the same situation:
ORA-28367: wallet does not exist
and
ORA-28353: failed to open wallet
This issue tends to appear mostly when the wallets have been precreated or modified with orapki, OWM or mkwallet, but this is not an absolute rule.
