Symptoms

Upgrade process appears to hang at dbms_aqadm.drop_queue('SYS$SERVICE_METRICS') for an excessive period of time.

This issue can occur on upgrades to any release or patchset.

This can occur using DBUA or Manual Upgrade process.

On review of alert log and CPU usage, upgrade appears to be processing but not advancing. Unsure if processes are hung or spinning.
