TNSListener Leaking Memory Using Dedicated Server

This problem can occur on any platform.
This problem has been confirmed in versions 10.2.0.4 and 11.1.0.6. There is no history to indicate that this particular problem existed in earlier versions of 10.2.x. Furthermore, the problem documented here reproduces using the dedicated server model and not in shared server installations.
Symptoms
The TNS Listener is leaking memory with each new connection. A leak of about 4k/18 seconds for every connect/disconnect was reported in the original bug. This problem has not been reproduced using shared server.
Changes
The 10.2.0.4 patchset has recently been applied or this is a new installation of 10.2.0.4.
This may be a new installation of 11.1.0.6.
