Symptoms

During database upgrade from 10.2.0.3 to 10.2.0.4 using DBUA , where the 10.2.0.3 database has had <> applied before (OWM 10.2.0.4.4),
at the "Upgrading Oracle Workspace Manager" section, the following error is reported:



Oracle_Server.log indicates the owmcmdv.plb script is being run
