Query Hangs When Accessing a Remote Database via a Database Link

Symptoms
A query on a 10.2 or 11.1 database that uses a database link hangs indefinitely. The database link connects to a remote 10.2 or 11.1 database.
Attaching to the waiting processes with oradebug and obtaining errorstack dumps shows that at least one of the processes is waiting in lnxfpr or lnxnucoptg.
The entire errorstack may be similar to the following:
lnxfpr lnxnucoptg lnxnucopt kpudcn2c ttcaGetPiece ttccpwg ttcfour ttcdrv nioqwa upirtrc
