Symptoms

-- Problem Statement:
On 10.2.0.4 in Production:
After applying the 10.2.0.4.0 patchset cdump dumps started being produced.

EXPECTED BEHAVIOR
We would expect that there be no dump files being produced.

The issue has the following business impact:
Due to this issue, users cannot fully operate the database without regular intervention to clean
out the directories to keep the database from failing..
