DataPump Export Dump Fails Due To Small Character String Buffer (Doc ID 793119.1)

Oracle Server - Enterprise Edition - Version: 10.2.0.3 to 10.2.0.4
This problem can occur on any platform.

Symptoms

The symptoms could be any one of them

1. The following errors are reported in the Data Pump Export Dump Log

Using Transportable Tablespace to Export a Tablespace Set (With More Than 120 Tablespaces)
Operation Fails with the Following Errors

ORA-39097: Data Pump job encountered unexpected error -6502
ORA-39065: unexpected master process exception in DISPATCH
ORA-06502: PL/SQL: numeric or value error: character string buffer too small"

2.  The issue can report even when trying to export using EXPDP with large list of schemas, following error reported:

Connected to: Oracle Database 10g Enterprise Edition Release 10.2.0.4.0 - 64bit Production With the Partitioning, OLAP, Data Mining and Real Application Testing options
ORA-39006: internal error
ORA-39065: unexpected master process exception in DISPATCH
ORA-06502: PL/SQL: numeric or value error: character string buffer too small
