Listener throws "Not a directory" OS error when starting

When trying to start the Database listener, either using an installation tool or manually, an error stack similar to the following is thrown and recorded in the listener log: 

TNS-12560: TNS:protocol adapter error
  TNS-00530: Protocol adapter error
    Linux Error: 20: Not a directory

As confirmation of this issue, a SUPPORT level listener trace might show the following output:
[22-MAR-2009 11:14:35:607] sntuscrt: entry
[22-MAR-2009 11:14:35:607] sntuscrt: failed to change permissions of dir /var/tmp/.oracle
[22-MAR-2009 11:14:35:607] sntuscrt: exit
[22-MAR-2009 11:14:35:609] sntusgph: fail to search /var/tmp/.oracle
[22-MAR-2009 11:14:35:609] sntusgph: exit
[22-MAR-2009 11:14:35:609] ntus2err: entry


Possibly manual changes to the OS structure.
