Observer fails to start LPX-00106 (Doc ID 802491.1)

For the purposes of this document, the following fictitious environment is used as an example

/u00/oracle/product and all sub-directories


You are trying to start the Observer and if fails with the following errors:
     Error: LPX-00106: Warning: attribute "fast_start_failover" of element "DRC" is undefined


Emoms.log shows errors similar to:
dgutil_o.DGstartObserver: Cannot access observer logfile /u00/oracle/product/PATH/rdbms/log/dgmgrlXXXXX.log

Or you could see 'corrupt document' when connecting to DGMGRL:
