Symptoms

On 11gR1 or 11gR2, when executing "ALTER SYSTEM SET WALLET OPEN IDENTIFIED BY <password>", the following error is observed:

ORA-28367: wallet does not exist

 (On 12c, the "ADMINISTER KEY MANAGEMENT" commands are used instead.)
