When performing an import of a schema, it fails during the queue table portion of the import with errors similar to the following:

IMP-00017: following statement failed with ORACLE error 1403:
"default background mbox', SYS.DBMS_AQ_IMP_INTERNAL.DBVER_10i, '-05:00');"
IMP-00003: ORACLE error 1403 encountered
ORA-01403: no data found
ORA-06512: at "SYS.DBMS_AQ_SYS_IMP_INTERNAL", line 509
ORA-06512: at "SYS.DBMS_AQ_IMP_INTERNAL", line 33
ORA-06512: at line 2
