After changing the IP address of an OpenVMS server and adding it to a cluster, the OCI dispatcher fails to start. This used to work before the network changes. Now, attempting to start the OCI dispatcher bugchecks with:

OCI applications no longer work.

The problem was caused by changing an OpenVMS server's IP address.
