RDBPROD: SQL/Services OCI Dispatcher won't start - bugchecks (Doc ID 821879.1)

After changing the IP address of an OpenVMS server and adding it to a cluster, the OCI dispatcher fails to start. This used to work before the network changes. Now, attempting to start the OCI dispatcher bugchecks with:

DBS-F-BUGCHECK in UTL_BUGCHECK at line 928
HARD EXCEPTION ENCOUNTERED: 0000000C
SYSTEM-F-ACCVIO, access violation, virtual address=0000000000000020
Most recently raised exception was DBS_TNSFAILED

OCI applications no longer work.

Changes

The problem was caused by changing an OpenVMS server's IP address.
