Symptoms

Getting error, Failed to create Cluster of an Active Standby pair,
with ttcwadmin -create command.  For example,

$ ttcwadmin -dsn < mast1 > -create
Successful connection with Oracle clusterware stack
replication DDL = create active standby pair "< MAST1 >" on "< myhost-tt >","< MAST1 >" on "< peerhost-tt >"

Enter internal UID with ADMIN privileges: < tt1121test > (instance admin user, but it's not internal user)
Enter password for the same UID:
Enter any phrase for password encryption:
Error: Failed to create Cluster of an Active Standby pair
