Symptoms

Using Oracle Universal Installer (OUI), you are attempting to update the node list of the CRS Home after removing two nodes from the cluster, but the command fails with the following errors:

[oracle@SGOrac1b3s3-O5136 ~]$ $ORACLE_HOME/oui/bin/runInstaller -updateNodeList ORACLE_HOME=$ORACLE_HOME CLUSTER_NODES=sgorac1b3s3-o5136,sgorac2b4s3-o5137 CRS=TRUE
Starting Oracle Universal Installer...

No pre-requisite checks found in oraparam.ini, no system pre-requisite checks will be executed.
The inventory pointer is located at /etc/oraInst.loc
The inventory is located at /u01/app/oracle/oraInventory
'UpdateNodeList' failed.

In the installActions log of this failed runInstaller attempt, you should see similar entries:

INFO: Created OiicStandardInventorySession.
INFO: Local node 'SGOrac1b3s3-O5136' is derived from the Oracle home properties.
INFO: Setting variable 'LOCAL_NODE' to 'SGOrac1b3s3-O5136'. Received the value from a code block.
SEVERE: OUI-25023: The local node is not selected for installing this product. Include the local node in the cluster list or perform the installation on the nodes on which the install is to be performed.
INFO: Ending the inventory Session
INFO: Disposing the install area control objects
INFO: 'UpdateNodeList' failed.

A 2nd condition of this error is if

 <LOCAL_NODE NAME="ptms_db1"/>

is incorrect in oraclehomeproperties.xml of the <oracle_home>/inventory/ContentsXML.
