DB Upgrade Throws ORA-25153: “Temporary Tablespace Is Empty”

This problem can occur on any platform.
After applying the 10.2.0.4 patchset software on top of a 10.2.0.3 ORACLE_HOME, the Post Installation section of the patchset README file is used to upgrade database objects from 10.2.0.3 to 10.2.0.4. When using the DataBase Upgrade Assistant (DBUA) to go from 10.2.0.3 to 10.2.0.4, you may encounter ORA-25153 and ORA-06512 errors similar to the following when you select the database to upgrade:
ORA-25153: Temporary Tablespace is Empty
ORA-06512: at line 2969
Trying to manually upgrade with the catupgrd.sql script also gives the same ORA-25153 and ORA-06512 errors at line 2969 when the "utlu102i.sql" script is run in the preliminary steps.
