In this case, the customer was attempting to install the EM Grid agent for Release 10.1.0.3.
The following output is displayed from the process that invoked runinstaller.com

3 archives were successfully processed.
no such file or directory
runInstaller terminated with status 229380
%CLI-F-NOMSG, Message number 00038004
However, similar errors/problems are reported when trying to install the Server code for both 10gR1 and 10gR2.
