ORA-00600 [KGHLATCH_REG4] During Startup (Doc ID 852346.1)

This problem can occur on any platform.


On in Production:
When attempting to STARTUP the database WITHOUT _kgl_latch_count = 15,
the following error occurs, and the instance fails to start:

ORA-00600: internal error code, arguments: [KGHLATCH_REG4], [0x000000000], [], [], [], [], [], []

The Stack Trace in ORA-00600 [KGHLATCH_REG4] Trace file will be similar to the following:

kgesin <- kghlatch_register <- kglsgi <- kqlnfy <- kscnfy <- ksmcsg <- opistr_real

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. UNSET _kgl_latch_count
2. STARTUP database
3. Get error
