DBCA errors on an Upgraded DB Home, A hang may be evident. (Doc ID 859663.1)

Oracle Database Configuration Assistant - Version 11.1.0.7 and later
Information in this document applies to any platform.
This problem can occur on any platform.
This could potentially affect 10.1, 10.2, and future versions as well.

Symptoms

You are experiencing errors during the DBCA process. An 11.1.0.7 DB is attempting to be created with the options of:
General Purpose or Transaction Processing Database
Save as a Database Template is selected at the end as well.  (this is probably not a major factor)

(This issue may happen using any template that has pre-existing Datafiles.)

The errors present, but not limited to are:

ORA-00704: bootstrap process failure
ORA-39700: database must be opened with UPGRADE option

ORA-00313: open failed for members of log group 3 of thread 1
ORA-00312: online log 3 thread 1: '<absolute_path>/redo03c.log'
ORA-27037: unable to obtain file status

ORA-00210: cannot open the specified control file
ORA-00202: control file: '<absolute_path>/control03.ctl'
ORA-27037: unable to obtain file status

ORA-205 signalled during: ALTER DATABASE   MOUNT

Changes

The ORACLE_HOME has been upgrade and NO Database has been created or you are creating a new Database.
