Cannot configure CSS with localconfig in windows -- received CRS-1006 and PROC-22 (Doc ID 863238.1)

When trying to configure non-RAC CSS with localconfig in windows, received the following errors.  

In alert<node_name>.log :

[Insert code here][client(4124)]CRS-1006:The OCR location d:\oracle\product\10.2.0\db_1\cdata\localhost\local.ocr is inaccessible. Details in d:\oracle\product\10.2.0\db_1\log\gaalpsvr043c\client\css.log.

In css.log :

Oracle Database 10g CRS Release Production Copyright 1996, 2005 Oracle.  All rights reserved.

2009-07-22 15:55:59.318: [ CSSCLNT][4124]clsssinit: error(22 PROC-22: The OCR backend has an invalid format) in OCR initialization

In OS Application log, it also shows authority access errors relating to remote server.
