ORA-600[kjrpar:noalloc] Error Raised in the LMD Process

Symptoms

The alert log shows the lmd process experiencing the following errors:
    ORA-00600: internal error code, arguments: [kjrpar:noalloc]

The call stack can look like this:
    kjrpar kjralc kjrref kjxnrl kjxocdr kjmxmpm kjmpmsgi kjmdm ksbrdp ...

The alert log may or may not show ORA-4031 errors occurring.
A review of the lmd trace file for this ORA-00600 [kjrpar:noalloc] will show the ORA-4031 occurring
before the ORA-00600 and contain information like the following example:
