Discoverer Plus / Viewer 11g Fails With Error TNS error, ORA-12154 or ORA-12504 or ORA-12170 (Doc ID 870422.1)

Symptoms

Discoverer Plus/Viewer 11g (11.1.1.X) connection fails with a TNS error similar to those listed below.

These errors is displayed on the Discoverer connection page even though a TNSNAMES alias is defined in the tnsnames.ora file located in the $ORACLE_HOME/network/admin directory.

 

Error
A connection error.
- Failed to connect to database - ORA-12154: TNS:could not resolve the connect identifier specified

or

Error
A connection error.
- Failed to connect to database - ORA-12504: TNS:listener was not given the SERVICE_NAME in CONNECT_DATA

or

Error
A connection error.
- Failed to connect to database - ORA-12170:TNS:Connect time out occurred
