Symptoms

Creation of a new ACL for sending mail from PL/SQL (using DBMS_NETWORK_ACL_ADMIN.CREATE_ACL) fails with:

ORA-00604: error occurred at recursive SQL level 1
ORA-00980: synonym translation is no longer valid
ORA-06512: at "XDB.XDB$ACL_PKG_INT", line 18
ORA-06512: at "XDB.DBMS_XDB", line 192
ORA-06512: at "SYS.DBMS_NETWORK_ACL_ADMIN", line 195
ORA-06512: at line 1
