Execution of dbms_aq.enqueue returns error ORA-24010 "queue does not exist" (Doc ID 880576.1)

Symptoms

A user is executing a package which contains the following code - example:

dbms_aq.enqueue(queue_name => 'event_queue',
enqueue_options => l_enqueue_options,
message_properties => l_message_properties,
payload => l_queue_msg,
msgid => l_message_handle);


When the package is run from another user account, it returns errors:

ORA-24010: QUEUE OPS$MYUSER\MYCODE.EVENT_QUEUE does not exist
ORA-06512: at "SYS.DBMS_AQ", line 169
ORA-06512: at "MTMF1D.PKG_PROCESSING", line 18
ORA-06512: at "MTMF1D.PKG_PROCESSING", line 83
