RAC: ORA-12520 Errors Due to Misconfiguration of LOCAL_LISTENER at Instance (Doc ID 885431.1)

This problem can occur on any platform.


After service 'RACTEST_OC' is relocated to the new node, the listener on the new server does not show any
handler for the service.

srvctl relocate service -d RACTEST1 -s RACTEST_OC -i RACTEST1 -t RACTEST2

The output of lsnrctl status on new node:

-bash-3.00$ lsnrctl status LISTENER_RACTEST0B

Service "" has 1 instance(s).
Instance "RACTEST2", status READY, has 0 handler(s) for this service...

Testing the connection fails with the ORA-12520 error:

SQL> conn system@RACTEST_)C3
Enter password: ******
ORA-12520: TNS:listener could not find available handler for requested type of server
