RAC: ORA-12520 Errors Due to Misconfiguration of LOCAL_LISTENER at Instance

Symptoms
After service <SERVICE_NAME> is relocated to the new node, the listener on the new server does not show any
handler for the service.
srvctl relocate service -d <db_name> -s <SERVICE_NAME> -I <INSTANCE>1 -t <INSTANCE>2
The output of lsnrctl status on new node:
-bash-3.00$ lsnrctl status LISTENER
Service "<SERVICE_NAME.DOMAIN>" has 1 instance(s).
Instance "<INSTANCE>2", status READY, has 0 handler(s) for this service...
Testing the connection fails with the ORA-12520 error:
SQL> conn <username>@<service>
Enter password: <password>
ERROR:
ORA-12520: TNS:listener could not find available handler for requested type of server
