ORA-29702 [ Cssclnt]Clsssinit Error Obtaining Cluster Name RC 21 (Doc ID 942366.1)

Symptoms

Following error while starting 11.1.0.7 on top of grid infrastructure clusterware .

ORA-29702 [ CSSCLNT]CLSSSINIT: ERROR OBTAINING CLUSTER NAME

Changes

With Grid Infrastructure 11.2.0.1 with RAC 11.2.0.1 up and running, trying to install 11.1.0.7 RAC on the same clusterware (11.2.0.1), the installation  will complete successfully, but when trying 'startup nomount' command (11.1.0.7) for database creation it will fail with ORA-29702.

The following error will be seen in the lmon trace file suggesting that the issue is related to getting the cluster name:
