Symptoms
Materialized views converted from complete to fast refreshes (scheduled on demand) appear to run successfully (as reported by dba_mviews); however, the refreshes are not in fact working (the mview data is not refreshed). Using dbms_mview.explain_mview indicates that the mview should fast refresh.
