Bequeath Connections Hang When SQLNET.OUTBOUND_CONNECT_TIMEOUT > 0

Symptoms

Bequeath or local connections to the database hang when the SQLNET.ORA file has the parameter SQLNET.OUTBOUND_CONNECT_TIMEOUT set to a value greater than 0.

SQLNET.OUTBOUND_CONNECT_TIMEOUT = 3

SQL*Plus hangs showing banner:

C:\sqlplus scott/tiger

SQL*Plus: Release 10.2.0.4.0 Production on Fri Jun 12 17:58:06 2009

Connections using sysdba will also hang:

C:\sqlplus /nolog
SQL>connect sys as sysdba
Password: <your_pw>

No banner.  Just hangs indefinitely.


Oracle Net client trace ends showing following:

Connection handshake has not been started.

Changes

The sqlnet.ora file may  have been changed recently.  The following parameter added:

SQLNET.OUTBOUND_CONNECT_TIMEOUT=n
