Symptoms
Bequeath or local connections to the database hang when the SQLNET.ORA file has the parameter SQLNET.OUTBOUND_CONNECT_TIMEOUT set to a value greater than 0.
SQLNET.ORA -->
Connection handshake has not been started.
Changes
The sqlnet.ora file may have been changed recently. The following parameter added:
SQLNET.OUTBOUND_CONNECT_TIMEOUT=n
