Unable To Modify Remote Listener Value (Doc ID 951864.1)

This problem can occur on any platform.

Symptoms

Unable to change the value of REMOTE_LISTENER for RAC database
Alter system command fails with the errors
SQL> alter system set remote_listener='REMOTE_TNSLISTENERS';
alter system set remote_listener='REMOTE_TNSLISTENERS'
*
ERROR at line 1:
ORA-32008: error while processing parameter update at instance RAC10g1
ORA-02097: parameter cannot be modified because specified value is invalid
ORA-00119: invalid specification for system parameter REMOTE_LISTENER
ORA-00132: syntax error or unresolved network name 'REMOTE_TNSLISTENER'

TNSping of the net-service-name is succesful.
$ tnsping REMOTE_TNSLISTENERS
