BACKGROUND PROCESSES START VERY SLOWLY AND SOMETIMES ORA-445 IS RAISED (Doc ID 954245.1)

Symptoms

After upgrading Database to version 10203 and patch B8709649  the background processes startup successfully but it takes 40-120 second to start every background process according to alert logs.

Sometimes the startup fails if any process starts more than 120 sec with error message:

15:41:02.91 00100000    pga_aggregate_target     = 104857600
15:42:26.64 00030001  PMON started with pid=2, OS id=00030001
15:44:28.83 00100000  USER: terminating instance due to error 445
15:44:35.66 00100000  Termination issued to instance processes. Waiting for the processes to exit

Database 9208 started quickly correctly in the same lpar and processes are starting quickly also.

Changes

Upgrade from 9208 to 10.2.0.3 database
