Unable To Connect To ASM Instance Due To ORA-01031 (Doc ID 958282.1)

Symptoms

Database instances are unable to connect to the ASM instance due to the next error:

 

ORA-00313: open failed for members of log group 3 of thread 1
ORA-00312: online log 3 thread 1: '+FLASHRECOV/ofsarfp/onlinelog/group_3.265.603709335'
ORA-17503: ksfdopn:2 Failed to open file +FLASHRECOV/ofsarfp/onlinelog/group_3.265.603709335
ORA-01031: insufficient privileges
