My Oracle Support Banner OracleMTSRecoveryService Fails to Start During ODAC2009 Installation (Doc ID 966908.1)

During installation of the Oracle Data Access Components (ODAC 2009), the following error may result dialog may result during the installation process:

OS error in starting service.

Installactions.log will show an entry similar to the following:

INFO: Calling Action ntServicesActions10. ntStartService
selectedNodes = null
serviceName = OracleMTSRecoveryService

INFO: Exception thrown from action: ntStartService
Exception Name: StartIndeterminate_OS_ErrorException
Exception String: OS error in starting service OracleMTSRecoveryService
Exception Severity: 0
WARNING: This will stop installation of all products and exit the Installer. Are you sure that you want to stop the installation and exit?
INFO: User Selected: Yes/OK

The following entry can be seen in the event log:

The OracleMTSRecoveryService failed to start due to the following error.
The application has failed to start because the application configuration is incorrect.  Reinstalling the application may fix this this problem.


The same environment may have worked without error on or prior.
