Users Cannot Log Into Database Vault Enabled Database Because of Insufficient Privileges (Doc ID 968116.1)

 When logging to a database vault enabled database, the connection fails with

"You have been logged into a Database with Database Vault installed on it. You do not have sufficient privileges to acces the Database Vault features on Enterprise Manager. Please contact your administrator".

A particular case of the above scenario is in Grid Control, where even the DBSNMP user cannot access the DV enabled databases, its connection attempts failing with similar messages.
