Running DBMS_STATS.GATHER_FIXED_OBJECTS_STATS fails with:

ERROR at line 1:
ORA-20000: Insufficient privileges to analyze an object in Fixed Ob
ORA-06512: at "SYS.DBMS_STATS", line 13578
ORA-06512: at "SYS.DBMS_STATS", line 13892
ORA-06512: at "SYS.DBMS_STATS", line 14420

Changes

The steps leading to this error are:

create user statuser identified by stats;
grant dba, analyze any dictionary to statuser;
conn statuser/stats
exec DBMS_STATS.CREATE_STAT_TABLE('statuser','fixedstattab');
exec DBMS_STATS.GATHER_FIXED_OBJECTS_STATS('fixedstattab');
