Symptoms
The issue can manifest itself in a variety of symptoms:
ORA-23512 reported intermittently for local AQ propagation and message propagation is halted.
Alternatively an enqueued persistent message which has been propagated to a target queue has sender protocol set to 1 and a state of 8 which is DEFERRED. This state is not appropriate for a persistent message and a dequeue will fail with an ORA-25228.
There are 3 situations in which a non-zero sender protocol is set for a message for an implicitly captured message (Streams), buffered message propagation and queue-to-queue propagation.
The error can be reported in a setup where you have queue_to_queue propagation enqueueing a message into a queue for which you also have queue-to-dblink (old-style) propagation setup.
