You can see that propagation jobs consume a lot of CPU although there is not a high propagation activity.
when analyzing the situation you observe that CPU consumes is because a select on sys.reg$ which was repeatedly done.
At 22:00 this behavior the number of queries on sys.reg$ is drastically reduced. Later the number of execution increase rapidly.
You have already applied patch 7639602 as the first time we got the issue, however, it did not solve the issue.
