Indexing Documents Fails With DRG-11207: USER FILTER COMMAND EXITED WITH STATUS 1 or STATUS 127 (Doc ID 978143.1)

Symptoms

After upgrading to 11g, 11.1.0.7, creation or synchronization of a context index fails to process binary documents. CTX_USER_INDEX_ERRORS contains records, depends from the platform in use:
"DRG-11207: USER FILTER COMMAND EXITED WITH STATUS 1"
or
"DRG-11207: USER FILTER COMMAND EXITED WITH STATUS 127".
Attempting to process a binary document with the filter executable will result in no output file being generated.

Changes

Upgraded from 10.2.0.4 to 10.2.0.5 or from 10.2.0.x to 11.1.0.7 respective 11.2.0.1.
