Symptoms

You are trying to move an index from one tablespace to another using the following syntax:

ALTER INDEX index_name REBUILD TABLESPACE ts_name;

When trying to issue the command as system, sys, or the user owning table, you receive the following error:

ORA-1950: no privileges on tablespace "ts_name".
Cause: The attempt to give the user a tablespace quota failed because the user does not have the necessary system privileges.
Action: Either grant the user the system privileges needed to create objects in the specified tablespace or grant the user a specific space resource in the tablespace.
